This article examines one of the requirements of the Ministry of Education and Science of Ukraine for including peer-reviewed journals in the List of scientific and professional publications of Ukraine in which the results of dissertations for the degrees of Doctor of Sciences, Candidate of Sciences and Doctor of Philosophy may be published. And such a requirement is the inclusion of the journal and the deposit of its articles in the V. I. Vernadskyi National Library of Ukraine (VNLU). So, in this editorial we will highlight the experience of the Journal of Diagnostics and Treatment of Oral and Maxillofacial Pathology of including it in the VNLU. The VNLU is a leading cultural, educational, scientific, and informational state institution that performs the functions of a research, methodological, and coordination center on issues of book studies, library science, bibliography, and document studies, and participates in the development of state policy in the field of library science and its implementation. All details about the Library's day-to-day operations and functioning can be found in its Bylaws, which is publicly available. What is important to know is that the VNLU has the right to receive a mandatory free copy of documents in accordance with the legislation. The deposit of peer-reviewed journal articles in the VNLU is one of the extremely important stages in the evolution of each peer-reviewed journal originating from Ukraine. And the deposit process itself is quite simple and does not require a significant amount of editorial and publisher resources. In summary, the VNLU is another highly respected state database that contains our journal and its articles, along with the National Repository of Academic Texts and ResearchGate.
Open access, V. I. Vernadskyi National Library of Ukraine, database, article, peer-reviewed journal, scientific professional publication
Obtaining the status of a professional publication of category "B" or "A" [1] is the primary goal of each of the peer-reviewed journals registered in Ukraine. This status can be assigned to a peer-reviewed journal by the Ministry of Education and Science of Ukraine after appropriate certification [2].
The List of Scientific Professional Publications of Ukraine is formed from scientific periodicals of Ukraine with a division into two categories: category "A", which is assigned to scientific publications indexed in the Web of Science Core Collection and/or Scopus databases, and category "B", which is assigned to scientific publications that must meet some number of the requirements [3, 4].
Subparagraph 5 of paragraph 6 of the Order of the Ministry of Education and Science of Ukrainedated November 18, 2020, No. 1437 contains the following requirement [4]:
"Placing of the journal on the platform "Scientific Periodicals of Ukraine" in the V. I. Vernadskyi National Library of Ukraine of the National Academy of Sciences of Ukraine and in the National Repository of Academic Texts in the case of open access to electronic copies of the publication, and in the case of distribution by subscription - a full bibliographic description and annotation to the articles that are placed in the relevant issues of the publications, for the formation of a register of academic texts" [4].
So, the goal of this editorial is to highlight the experience of the Journal of Diagnostics and Treatment of Oral and Maxillofacial Pathology of including it in the VNLU.
The V. I. Vernadskyi National Library of Ukraine (VNLU) is a state budgetary non-profit scientific institution, based on state ownership, is under the jurisdiction of the National Academy of Sciences of Ukraine and has the status of a national institution [5].
The VNLU (Figs 1 and 2) is a leading cultural, educational, scientific, and informational state institution that performs the functions of a research, methodological, and coordination center on issues of book studies, library science, bibliography, and document studies, and participates in the development of state policy in the field of library science and its implementation [5].
FIGURE 1. Printed copies of the Journal in front of the V. I. Vernadskyi National Library of Ukraine building. A mandatory prerequisite for depositing electronic copies of articles of each issue of the journal is the prior transfer to the Library of one copy of a printed issue of the electronic (i.e., online-only) journal.
The VNLU is the legal successor of the National Library of the Ukrainian State in Kyiv, founded in accordance with the Law "On the Establishment of the Fund of the National Library of the Ukrainian State", adopted by the Council of Ministers and signed by Hetman Pavlo Skoropadskyi on August 2, 1918 [5].
All details about the Library's day-to-day operations and functioning can be found in its Bylaws, which is publicly available [5]. What is important to know is that the VNLU has the right to receive a mandatory free copy of documents in accordance with the legislation [5].
Our editorial team's experience with the VNLU began in 2017, when the Journal's first printed issues were published. At that time, the title of our journal was Diagnostics and Treatment of Oral and Maxillofacial Pathology (DTOMP) («Діагностика і лікування оральної та щелепно-лицевої патології» [in Ukrainian]) [7].
Our journal was first included in the List of Scientific Professional Publications in 2017 according to the Order of the Ministry of Education and Science of Ukraine dated December 28, 2017, No. 1714 (Appendix 7) [2]. Getting on the Ministry's list was also possible thanks to the cooperation of the journal's editorial office with the VNLU, and the journal articles deposited there.
So, some aspects of the mechanism for depositing articles in the VNLU is clearly described in the references below. First, at the website of the VNLU the editorial teams and publishers can find a Procedure for transferring electronic copies of periodical printed scientific professional publications for storage to the VNLU [8]. The official website also details the entire package of supporting documents [9]. Moreover, there is a memo on preparing the electronic version of a periodical for publication at the VNLU media platform named "Scientific periodicals of Ukraine" [10]. A mandatory prerequisite for depositing electronic copies of articles of each issue of the journal is the prior transfer to the VNLU ofone copy of this issue of the printed journal, or a printed issue of the electronic (i.e., online-only) journal.

What is particularly interesting is that on June 25, 2019, the press service of the National Bank of Ukraine announced the introduction of a 1,000-hryvnia note from October 25 of that year [11]. Figure 4A demonstrate the obverse of a new banknote with a portrait of Volodymyr Ivanovych Vernadskyi(whose name in some sources also written as Volodymyr Vernadsky) [11]. Figure 4B demonstrate the reverse of a banknote with a Presidium of the National Academy of Sciences of Ukraine [11]. The placement of this historical figure on the highest denomination banknote symbolizes the importance of Volodymyr Vernadskyi for the state and for the Academy. And the image of the National Academy of Sciences of Ukraine building emphasizes its importance both for science in general and the state in particular. Volodymyr Vernadsky is the most famous Ukrainian scientist, one of the few universal scientists of the last century, a thinker and naturalist [12]. It was Vernadsky who at one time became one of the founders of geochemistry and radiogeology, the creator of biogeochemistry, the teachings about the biosphere and the noosphere [12]. His contribution to world science was marked by numerous awards and election as a full member of world academies of sciences and scientific societies [12]. And it was Vernadsky who had the honor of becoming one of the creators and the first president of the Ukrainian Academy of Sciences [12].
There is a certain symbolism in the fact that a banknote of this level depicts a famous person and the scientist whose name the National Library of Ukraine bears. After all, in the modern world of peer-reviewed international journals with full open access, the publication fee (i.e. article publishing charge [APC]) after the review process and in the case of acceptance of the manuscript for publication is a key element of the existence of the journal [13].
Thus, the VNLU is another highly respected database that contains our journal (Fig 5) and its articles, along with the National Repository of Academic Texts and ResearchGate, which is also called the social network for researchers and authors [14].
In conclusion, it is worth noting that the deposit of peer-reviewed journal articles in the V. I. Vernadskyi National Library of Ukraine is one of the extremely important stages in the evolution of each peer-reviewed journal originating from Ukraine. And the deposit process itself is quite simple and does not require a significant amount of editorial and publisher resources.
