ABSTRACT

The purpose of this narrative review is to consider and compare the indicators and scores from the template of the annual individual rating of employees of the Department of Oral and Maxillofacial Surgery in accordance with the Regulations on the rating evaluation of the scientific activities of departments and scientific and pedagogical employees of the Kyiv Medical University, Private Higher Educational Establishment, approved at the meetings of the Academic Councils of the University in 2023 and 2024. A simplification of the individual rating was noted by reducing the number of indicators from 29 in 2023 to 13 in 2024. Understanding these indicators, their value, and the number of possible points earned is an important element of the academic career of oral and maxillofacial surgeons in Ukraine.

INTRODUCTION

The use of a point system to evaluate both employee resumes [1] and continuing professional development (CPD) of healthcare workers [2-7] is one of the elements of medicine and dentistry in 2024. This narrative review article first translates into English and compares parts of University Orders No. 304 of October 19, 2023, and No. 456 of December 09, 2024. Namely, the individual rating of the scientific and pedagogical employee of the department for 2023 and the individual rating of the employee of the department for 2024. These tables are filled in by department employees in order to improve the organization of research work by university departments.

ORDERS AND APPENDICES 

Appendix 3 to Order No. 304 of the Kyiv Medical University, Private Higher Educational Establishment dated October 19, 2023, in the original Ukrainian language is presented in Figure 1, and the English translation is in Table 1 [8].

Appendix 2 to Order No. 456 of the Kyiv Medical University, Private Higher Educational Establishment dated December 09, 2024, in the original Ukrainian language is presented in Figure 2, and the English translation is in Table 2 [9].

DISCUSSION

According to individual rating 2023 (Appendix 3), the maximum number of points per unit of indicator is 1000 points, and they are awarded to the employee in case of awarding of the State Prize of Ukraine and in case of election of employee as a corresponding member, full member of the National Academy of Sciences of Ukraine, National Academy of Medical Sciences of Ukraine [8].

 

According to Appendix 3 (individual rating 2023), the minimum number of points per unit of the indicator is five points, and they can be awarded for many types of activities. For example, (1) for participating as a listener in a scientific or scientific-practical form, (2) for working as a member in a professional school or professional organization, etc. [8].

 

According to individual rating 2024 (Appendix 2), the maximum number of points per unit of indicator is 500 points, and they are awarded to the applicant upon obtaining a Doctor of Science (ScD) degree diploma [9]. For obtaining a Doctor of Philosophy (PhD) degree diploma, the applicant is awarded only 150 points [9]. It is worth noting that the number of points for obtaining the academic degree of PhD has dropped by 100 points and is 150 points in 2024 compared to a possible 250 points in 2023 [9].

 

According to Appendix 2 (individual rating 2024), the minimum number of points per unit of indicator is 30 points, and they can be counted for (1) a report in Ukraine at a scientific, scientific-practical forum, conference and (2) a scientific secretary for the publication of a journal and/or scientific collection [9].

 

Interestingly, compared to Appendix 3 (individual rating 2023), more points (i.e., 100 points) are awarded for publication of the article in publications included in scientometric databases (Scopus, Web of Science), and no points for being an editorial board member of the journal. We consider it important to note that in 2024, the number of possible points awarded for publishing articles in professional journals from the List of the Ministry of Education and Science of Ukraine has been increased.

 

This indicator of 2023 as a publication in an electronic journal has been replaced by a publication in a journal indexed by Google Scholar. At the same time, the number of points for this indicator increased from 20 to 60 points.

 

Also, such an indicator of 2023 as reviewing an article has been removed from the list altogether.

 

It is important to emphasize that the number of possible points awarded for publishing a textbook has increased, namely from 50 to 100 points [10-12].

 

A simplification of the individual rating was noted by reducing the number of indicators from 29 in 2023 to 13 in 2024. Understanding these indicators, their value, and the number of possible points earned is an important element of the academic career of oral and maxillofacial surgeons.

CONCLUSIONS

In summary, we note (1) a reduction in the indicators for which points are awarded by more than 2 times, (2) an increase in the number of points for such important activities as publishing articles in various peer-reviewed publications and publishing textbooks.

Метою даного розповідного огляду є розгляд показників та балів із шаблону річного індивідуального рейтингу співробітників кафедри хірургічної стоматології та щелепно-лицевої хірургії згідно з Положеннями про рейтингове оцінювання наукової діяльності кафедр та науково-педагогічних працівників ПВНЗ «Київський медичний університет», схвалених на засіданнях Вчених рад університету в 2023 та 2024 роках. Відмічено спрощення індивідуального рейтингу за рахунок зменшення кількості показників із 29 у 2023 році до 13 у 2024 році. Розуміння даних показників, їх цінність та кількості можливих набраних балів є важливим елементом академічної кар’єри лікарів-стоматологів-хірургів та щелепно-лицевих хірургів в Україні.
