ABSTRACT

This editorial will examine one of the requirements of the new Draft of the Order "On Amendments to the Procedure for Forming the List of Scientific Professional Publications, Approved by Order of the Ministry of Education and Science of Ukraine dated January 15, 2018, No. 32" dated March 28, 2025.Namely, the need for a publisher with a journal to have its own Research Organization Registry (ROR) identifier (ID). The benefits of being included in the ROR and the experience of registering our publisher are presented.

EDITORIAL

Research Organization Registry (ROR) identifier (ID) is a permanent digital identifier for research institutions, which is designed to establish affiliation between organizations and their research results [1].

 

ROR complements other commonly used identifiers such as Open Researcher and Contributor ID (ORCID) for researchers and digital object identifier (DOI) for research output [2]. All ROR IDs and metadata are provided under the CC0 license (https://creativecommons.org/public-domain/cc0/) [2, 3].

 

ROR was launched in 2019 [4]. ROR is governed, operated, and financially supported by California Digital Library (ROR ID: https://ror.org/03yrm5c26), Crossref (ROR ID: https://ror.org/02twcfp32), and DataCite (ROR ID: https://ror.org/04wxnsj81) – three trusted organizations that each have deep expertise in developing open, sustainable, community-driven infrastructure for scholarly communications [5].

 

For Ukrainian peer-reviewed journals, an extremely important element of growth is inclusion in the List of Scientific Professional Publications of Ukraine, in which the results of dissertations for the degrees of Doctor of Sciences, Candidate of Sciences and Doctor of Philosophy can be published [6]. Previous changes to the requirements for inclusion in this List were published in 2018 [6-8]. On March 20, 2025, the Ministry of Education and Science of Ukraine published the Draft of the Order "On Amendments to the Procedure for Forming the List of Scientific Professional Publications, Approved by Order of the Ministry of Education and Science of Ukraine dated January 15, 2018, No. 32" [9, 10]. This List is formed and approved by the Ministry of Education and Science of Ukraine (ROR ID: https://ror.org/03bra4w96).

 

Subparagraph 3 of Paragraph 8 of the Procedure for Forming the List of Scientific Professional Publications according to the Draft of the Order requires "The presence of registration of the subject in the media sector in the international ROR" (Fig 1). Also, Paragraph 4 of Appendix 2 of the Application for inclusion of a scientific publication in the List of Scientific Professional Publications of Ukraine according to the new Draft of the Order requires the indication of the ROR ID (Fig 2): "4. ROR of the subject in the media sector."

It is worth understanding that the need to specify a subject in the media sphere is due to the fact that re-registration or registration of new peer-reviewed journals since May 2023 takes place at the National Television and Radio Broadcasting Council of Ukraine [11].

 

Media entity (also termed as "a subject in the media sphere") – an entity that, in accordance with the procedure established by the Law of Ukraine "On Media," is registered by the National Television and Radio Broadcasting Council of Ukraine as a media entity - a registrant in the register of media entities [10].

 

Obtaining a unique ROR ID for a research institution eliminates confusion and helps to uniquely identify each organization, even if its name is similar or identical to another [1]. The system is also useful for scientists, grantors, publishers and other stakeholders who need access to accurate and standardized information about research organizations [1].

 

In addition, ROR ID [1]:

 

  1. Facilitates interoperability between different systems, databases and research platforms, facilitating information exchange and collaboration.

  2. Helps to improve the discovery and accessibility of a research institution, which contributes to more effective interaction and the search for partners for collaboration.

  3. Allows tracking of specific research results.

  4. Promotes correct attribution of a research institution, which is useful for researchers, publishers and grantors.

  5. Helps in the implementation of global standards for the identification and registration of a scientific institution.

  6. Promotes transparency and open access to scientific information, which is important for the development of open science.

All requests undergo a review process to ensure they are in scope. Once a request is approved, the metadata will be checked and prepared for publication in an upcoming release [12]. Registry updates are published on a rolling basis, approximately once a month [12].

 

The OMF Publishing, LLC is registered in the unified open scientific identification system ROR and received a unique and permanent digital identifier of the scientific institution (Fig 3). The publishing house was registered in the ROR on May 20, 2025 [13]. From the moment the questionnaire and request were filled out by OMF Publishing, LLC until the page appeared on the ROR website with the assignment of the ROR ID, 53 days passed.

In fact, compliance with this requirement (listed above) of the Ministry of Education and Science of Ukraine allows all open access journals of the publishing house [14-16] to be considered as having fulfilled the Ministry's requirement for professional scientific publications according to the Draft of Order.

 

Orduña-Malea and Bautista-Puig (2022) noted that research organizations’ persistent identifiers allow for reducing affiliation ambiguities, enable accurate institutional analyses and favor the design of modern online scholarly databases suited for research discovery and research evaluation [17]. Another advantage of using ROR ID is that it facilitates correct attribution of academic institutions, which is beneficial for researchers, publishers, and funding organizations [18].

 

Summarizing the above, it is worth noting that fulfilling such an important requirement of the Ministry of Education and Science of Ukraine for scientific professional publications as obtaining a ROR ID allows the publisher and its journals to get closer to being included in the list of scientific professional publications.

У цій редакційній статті буде розглянуто одну з вимог нового проєкту наказу «Про внесення змін до Порядку формування переліку наукових фахових видань, затвердженого наказом Міністерства освіти і науки України від 15 січня 2018 року № 32» від 28 березня 2025 року. А саме, необхідність для видавця та журналу, мати власний ідентифікатор (ID) в Реєстрі дослідницьких організацій (ROR). Представлено переваги включення до ROR та досвід реєстрації нашого видавця.
